You can use a phone from abroad with a Turkish SIM for 120 days without IMEI registration. On short visits you may not need to pay the fee, as the period can reset when you return to Germany.
During these 120 days you do not need to register the phone or pay the BTK fee. You may get an information text when the period starts. This is a legal notice.
Some people say the period only runs while you are in Turkey and resets when you return to Germany. If so, you do not need to pay the registration fee for short visits.
If you stay in Turkey for more than 120 days in one go, the phone may be blocked. Then you need IMEI registration.
