How do I update my address with the Turkish consulate, and is there a fine if I am late?

Turkish citizens living abroad must report a new address to the consulate, and you may have to go there in person. If you report it late, there is a small fine, usually 10-15 euros.

When you move to Berlin, and when you move house within Berlin, you need to report your new address to the consulate. The consulate keeps the address records of Turkish citizens living abroad.

Some people say this cannot be done through e-Devlet and that you have to go to the consulate.

If you report it late, there is a small fine. It is usually between 10 and 15 euros.

Going without an appointment, taking a queue number inside and having the address registered has worked before. Even so, check the website of the Turkish Consulate General in Berlin for the current process and whether you need an appointment.
