Is dog liability insurance (Hundehaftpflicht) compulsory in Berlin?

Yes. In Berlin, liability insurance is compulsory for every dog from the day you get it. Cover must be at least €1 million per incident, and your excess can be no more than €500 a year.

Yes. Under the Berlin Dog Act, every dog owner must have continuous liability insurance from the moment they get the dog. It pays for damage your dog causes to others, for example if it bites someone, knocks over a cyclist or damages property.

Requirements: Cover must be at least €1 million per incident for personal injury and property damage. Your excess (Selbstbeteiligung) can be no more than €500 a year.

Personal liability isn't enough: Standard personal liability insurance (Privathaftpflicht) usually doesn't cover dogs; you need separate insurance for your dog. Small animals such as cats are often covered by personal liability insurance. Check your policy.

Cost: For most dogs, dog liability insurance costs a few euros a month. The price depends on the insurer, the breed and the cover you choose; compare several offers.

Not health insurance: Liability insurance doesn't pay your dog's own vet bills. For that you can take out separate pet health or surgery insurance; this is optional.
