Can I walk my dog off the lead in Berlin?
Berlin has a general lead requirement. You can only let your dog off the lead in designated dog areas. With a certificate of competence (dog licence), you can walk your dog off the lead in some places.
General rule: In Berlin, dogs must be on a lead everywhere in the city. The exception is official dog exercise areas (Hundeauslaufgebiete, Hundefreilaufflächen), where you can let your dog run free. The districts list these areas on their websites.
With a certificate of competence: If you have a Sachkunde certificate proving you know how to handle dogs (commonly called a dog licence, Hundeführerschein), you're exempt from the general lead requirement; for example, you can walk your dog off the lead on quiet streets. But a lead is always required in some places, such as crowded areas, public transport, pedestrian zones, and sports and play areas.
How to get the certificate: You take a theory and practical test with an expert recognised by Berlin. You can also get it by proving with documents that you've kept a dog without problems for at least 3 of the last 5 years. Some professions, such as vets, are considered competent already. Apply to your district's veterinary office (Veterinäramt).
Dogs classed as dangerous: Pitbull Terrier, American Staffordshire Terrier, Bullterrier and their crosses must always be walked outdoors on a lead no longer than 2 metres, even if the owner has a certificate.
Fines: Breaking the lead rules can lead to a fine of up to €10,000.
