Which dog breeds are banned or restricted in Germany?
Pitbull Terrier, American Staffordshire Terrier, Staffordshire Bullterrier, Bullterrier and their crosses cannot be brought into Germany. In Berlin, these breeds are also subject to extra registration, certificate and lead rules if they already live here.
Nationwide import ban: Under federal law, the following breeds and their crosses with each other or with other dogs cannot be brought into Germany:
- Pitbull Terrier
- American Staffordshire Terrier
- Staffordshire Bullterrier
- Bullterrier
The ban also applies when coming from within the EU. There are very limited exceptions, such as guide dogs. If you try to bring a banned breed, the dog may be seized. Ask German Customs (Zoll) about your situation before you travel.
Extra rules in Berlin: Berlin classes Pitbull Terrier, American Staffordshire Terrier, Bullterrier and their crosses as "dangerous dogs" (commonly called Listenhund). Owners must register the dog with the district veterinary office and show a Sachkunde certificate, liability insurance and a temperament test (Wesenstest). These dogs must always be on a lead outdoors; a Sachkunde certificate doesn't change that. A Berlin court has also counted the American Bully in this group.
Other states: Each German state has its own list. If you're moving outside Berlin, check the rules there too.
Airlines: Some airlines also refuse to carry these breeds or snub-nosed breeds. Ask the airline before booking.
